      प्रधानमंत्री श्री नरेन्द्र मोदी की अध्यक्षता में आर्थिक मामलों पर कैबिनेट समिति (सीसीईए) ने बीएसएनएल, एमटीएनएल और बीबीएनएल द्वारा की गई खरीद में मेसर्स आईटीआई लिमिटेड के लिए खरीद कोटे को मंजूरी दे दी है।

      सीसीईए ने आज मेसर्स आईटीआई लिमिटेड के लिए खरीद कोटे को जारी रखने के संबंध में निम्नलिखित प्रस्ताव को मंजूरी दीः

(ए) निम्नलिखित को आरक्षित करते हुए मेसर्स आईटीआई लिमिटेड के लिए आरक्षण कोटा नीति को जारी रखना  1) बीएसएनएल, एमटीएनएल और बीबीएनएल द्वारा दिये गये कुल खरीद आदेशों (ऑर्डर) का 30 प्रतिशत मेसर्स आईटीआई लिमिटेड के लिए आरक्षित रखा जाएगा। यह कोटा संबंधी आरक्षण मेसर्स आईटीआई लिमिटेड द्वारा निर्मित उत्पादों के साथ-साथ आउटसोर्स की गई उन वस्तुओं के लिए भी होगा, जिनमें मेसर्स आईटीआई लिमिटेड द्वारा वर्ष 2018-19 के दौरान न्यूनतम 12 प्रतिशत मूल्यवर्धन किया गया है और वर्ष 2019-20 में 16 प्रतिशत मूल्यवर्धन तथा वर्ष 2020-21 में 20 प्रतिशत मूल्यवर्धन किया जाएगा।  2) तैयारशुदा परियोजनाओं के लिए कुल आदेशों का 20 प्रतिशत आरक्षित रखा जाएगा (जैसे कि बीएसएनएल और एमटीएनएल के जीएसएम नेटवर्क को शुरू करना, वाई-फाई इत्यादि और बीबीएनएल के भारतनेट परियोजना नेटवर्क को शुरू करना, इत्यादि)।

(बी)  आईटीआई आरक्षण कोटे के तहत ऑर्डर को केवल तभी स्वीकार करेगी जब कीमत के बारे में जानकारी मिल जाएगी और यह कीमत वाणिज्यिक दृष्टि से लाभप्रद होगी।

(सी)  आईटीआई निविदा खुलने के 15 दिनों के भीतर आरक्षण कोटे के तहत अपने विकल्प का इस्तेमाल करेगी।

(डी) उपर्युक्त नीतिगत उपाय सीसीईए की मंजूरी मिलने की तिथि से लेकर अगले तीन वर्षों तक प्रभावी रहेंगे। निर्धारित अवधि के समाप्त होने के बाद आईटीआई की वित्तीय स्थिति को ध्यान में रखते हुए इस नीति की फिर से समीक्षा की जाएगी।

बीएसएनएल, एमटीएनएल और बीबीएनएल से आईटीआई लिमिटेड को तीन और वर्षों तक आरक्षण कोटे का लाभ देने का अनुरोध किया जाएगा।
